Narrabri Shire Council has appointed Eloise Chaplain as its new General Manager, following a competitive recruitment process that attracted a strong field of candidates from across the country.
Eloise has served as Interim General Manager since August 2024, providing steady and effective leadership through a period of transition.
Her appointment follows over five years of dedicated service to Narrabri Shire Council, most recently in the role of Director Infrastructure Delivery.
Prior to joining Council, Eloise built a successful career in the mining sector, working as a Mining Engineer with BHP and South32 for a combined period of over eight years.
She brings to the role a wealth of technical knowledge, operational experience and a practical understanding of regional development and infrastructure delivery.
Eloise holds a Bachelor of Engineering from the University of Queensland and a Master’s Degree in Business (Finance) from the University of New England.
Her blend of engineering and financial qualifications uniquely positions her to drive performance, accountability and long-term planning within the organisation.
Eloise and her husband operate a mixed farming enterprise near Wee Waa and are raising their three children in the Narrabri Shire. Her deep connection to the region and commitment to its future are reflected in her inclusive leadership and community focus.
